CAREER HIGHLIGHTS:

Legal and Compliance Leadership:

I served as Director and Acting Head of the Legal Unit at the Ministry of Gender, Children, and Social Protection, where I provided strategic legal oversight, drafting legislation and contracts, representing the Ministry in legal proceedings, and ensuring compliance in adoption, GBV, and labor-related matters. I played a pivotal role in establishing the Ministry’s Legal Unit, aligning criminal procedures in rape and GBV cases with prosecutorial standards and safeguarding against child trafficking through monitored adoption processes.

I also served as former Legal Counsel at private firms including: Sannoh & Partners, and others offering expert advisory and litigation services in Corporate, Property, Criminal, Tax, Labor, Family and civil law matters.

Financial Governance and Public Sector Reform:

I Served as Compliance Consultant and Technical Focal Point to the Deputy Minister for Expenditure and Debt Management at the Ministry of Finance, coordinating fiscal execution of GOL’s MTEF budget and over 39 donor-funded projects.

Instrumental in the Treasury Single Account (TSA) rollout and payroll reform, transitioning over 45,000 civil servants from manual systems to banking institutions, eliminating ghost names, and decentralization of payroll management across ministries. While at the Ministry of Finance, I also led compliance review across line Ministries, Agencies, and Commissions, ensuring adherence to Public Financial Management (PFM) and Public Procurement & Concessions (PPCC) Laws.

Audit and Security Oversight:

As Director of Foreign Mission Inspectorate, conducted audits and compliance reviews of Liberia’s diplomatic missions in the U.S., Europe, Africa and Asia, establishing internal control systems still in use today. Developed the first comprehensive post-war internal audit framework and risk assessment initiative for Liberian Foreign Missions and consulate abroad.

Prior role as Director of Internal Audit at the Ministry of Foreign Affairs, I established and enforced internal controls, conducted risk assessments, and ensured compliance with international diplomatic standards and coordinated the revision of the Foreign Service Manual. 

My earlier tenure as Intelligence Officer, Senior Auditor and Resource Management Officer at the Ministry of National Defense included systematizing financial audits, managing SSR-linked subprojects, intelligence gathering and tracking defense assets and logistics.

Strategic Public Assignments and High-Level Interventions:

Conducted a presidentially mandated investigation into the sale of the Liberian Embassy in Bonn, Germany, leading to key personnel and systems reforms.

Led the compliance taskforce during the 2012 Wage Bill Management Crisis, initiating policy changes that averted a $10M budget deficit in the Ministry of Education’s salary line.

Directed the review and negotiation of media institution debts, reducing government liabilities from over $500,000 to $150,000, based on verified documentations.

Program Design and Gender Policy Implementation:

Spearheaded the design and rollout of transformative initiatives including the Youth Opportunities Project (YOP) – Supporting 15,000 youth with income-generation opportunities; Girls Ebola Recovery Livelihood Support (GERLS) – Providing cash grants and skills training to 2,000 vulnerable adolescent girls post-EVD; EPAG Project – Training over 4,700 youth in job readiness and business development skills and effectively coordinated with multilateral and bilateral partners (World Bank, AfDB, UN Women, Swedish Embassy, and USAID) on program design, monitoring, and implementation, particularly on child protection, FGM, women empowerment, and social protection.
